Add Start Up Messages To Windows 8 Logon Display

To display a startup Message Box or custom legal notice in Windows 8 you need to make certain changes in the system Group Policy Editor or the Registry Editor. Display Message Using Windows Registry :

Make sure to set a restore point before making any changes in the system registry.

• From the desktop mode, press Windows key+R to open a run dialog box.
• Type regedit and hit the OK. You will now see the registry window
• In the Registry Editor window, navigate to the following entry HKEY_LOCAL_MACHINESoftwareMicrosoftWindowsCurrent VersionPoliciesSystem
• Under this key, you will find two given below entries. These is where you need to make modification in order to activate a start-up message 
• legalnoticecaption
• legalnoticetext

 Now, right-click on the each of the entry one after the other and select Modify option in the right pane of the windowThe first one i.e. the legalnoticecaption value shows the title of the message. The message appears in a large font on your computer startup screen. The second one i.e. the legalnoticetext value, controls the body of the message. This is any message that you want to be displayed on the startup screen and will be shown below the title.

• Finally, click OK and exit the Window.

Now, restart your system to see the start up message on your Windows 8 logon Screen.

You can also use Windows Local Group Policy Editor to display startup messages.

• Open Run dialog box and type gpedit.msc to open the system local group policy editor
• Next, navigate to the folder ConfigurationWindows Settings Security SettingsLocal PoliciesSecurity Options

There you can see two entries:
Interactive logon: Message title for users attempting to log on. This security setting allows you to specify the title of the startup
Other is the Interactive logon: Message text for users attempting to log on. This is where you can specify any text messages security setting specifies a text message that is displayed to users when they log on. This text is often used for legal reasons, for example, to warn users about the ramifications of misusing company information or to warn them that their actions may be audited.

• Double-click on each of them. A new window pops out; now enter the title or the text, as the case may be.
• Lastly,click Apply/OK/Exit.

You can restart the system to see the startup messages on the logon screen
